1. Project Name: Burngreave Messenger

5. Brief Description of Project:
The Burngreave Messenger will continue to produce ten issues per year. In addition it will develop, pilot and implement plans to
· broaden involvement in the Messenger and other literacy, media and ICT opportunities.
· develop as a training project providing first rung ICT and media training courses and workplace training opportunities.
· provide desk-top publishing, publicity and communications services to local businesses, community organisations and statutory agencies.
6. Management Arrangements:
The staff team will be line managed by a full time project manager. The Burngreave Messenger Management Committee are responsible for overall strategic management of the project, the management of employees, ensuring that funding outcomes are met and setting and reviewing editorial policy.
7. Milestones:
Monthly editions of the Messenger, all months excepting August and January, starting July 2002.
October 2002, adoption of new legal structure (Ltd Co or Social Firm).
December 2002, feasibility study and business plan for desk-top publishing business and ITC training projects and reports from pilot work.
Half yearly, starting December 2002, evaluation and monitoring reports from training and business support projects.
8. Linkages:
· Links to Delivery Plan - Over-arching support - Communications and culture: "To support independent communications networks, including the excellent community newspaper, the Burngreave Messenger" (p23)
· The Burngreave Messenger has a track record of progressing debates around all BNDfC theme areas and publicising Public Service campaigns.
· The Burngreave Messenger Project continue to build on its track record of supporting local business and community organisations through advertising and features and extend this through DTP and publicity services.
· The project will compliment the Adult Learning and training programme within BNDfC by offering Literacy and first rung DTP and design training, in partnership with emerging IT Learning Centres, training providers such as Sheffield College and other IT training initiatives in Burngreave and Sheffield.
· Engaging with other funding agencies such as the NRF and LSC.
· Establishing a sub-regional network of community newspapers and media projects
9. Tendering Process:
It is proposed that the Burngreave Messenger is a single preferred tenderer.
10. Community Involvement:
The Project has been developed over a period over 4 years by a large number of local volunteers. Volunteer personnel have changed over the years, but overall a huge amount of local volunteer time has been put into the project. The current issue was produced by an editorial committee of 10 volunteer local residents, includes contributions from 15 other community members and reports on the activities of fourteen community groups.
Project is run by a fully constituted management committee open to all with an AGM, also open to all.
