Scott Road Narrowing

There’s been a lot of traffic calming going on around our area, and on the whole it’s been pretty effective. The sound of someone trying desperately to get up to 40mph then having to slam on the brakes as they hit the next speed bump still makes me smile. Mostly we all tootle along at 20 and don’t even have to brake for the bumps, which is how we should be driving on residential streets anyway.
But something odd is happening on Scott Road. The road is being narrowed at a number of points to only allow single file traffic, and everywhere the road narrows there’s a bus stop. This should calm the traffic a lot, and if two buses meet head on, both having got a bit of a queue of cars behind them from previous stops, this should bring it to a standstill.
I asked one of the men working on the road about it, was it deliberate, was there some theory behind it, or was it a coincidence? 'Don’t ask me mate' was his response.
